Chevron lifts force majeure at Angolan oil platform

GENEVA (Reuters) - U.S. oil major Chevron's Angolan subsidiary Cabinda Gulf Oil Company lifted a month-long force majeure at the Kuito offshore oil terminal on November 27, Chevron said on Thursday

The end of force majeure will likely come as a relief to oil traders active in the west African market where theft and flooding in Nigeria has also caused disruptions to exports.

A Chevron spokesman added that there was no impact on production at Kuito as the necessary repair work on a mooring line coincided with planned maintenance.

Still, the repairs affected oil loadings at the terminal over the past month, although these resumed this week, Chevron added.

Angola is Africa's second largest oil producer after Nigeria and the Kuito platform typically loads two 920,000 barrel tankers a month.

Shell also lifted the last of three force majeures on its Nigerian oil and gas exports on Thursday, declaring production restored for Forcados crude.

But force majeures, a clause that allows companies to suspend contractual obligations in the face of unexpected events, on Nigerian grades operated by Exxon Mobil and Eni remain in place.

Handicap International urges U.S. to join the Mine Ban Treaty

U.S. delegation to attend Mine Ban Treaty's 12th annual Meeting of States Parties; 2012 Landmine Monitor Report underlines Treaty's importance

Handicap International welcomes the participation of the U.S. delegation at the 12th Meeting of States Parties to the Ottawa Mine Ban Treaty in Geneva, from December 3 to 7. In response to calls from civil society, the Obama administration began a review of U.S. landmine policy in December 2009, but has yet to announce its conclusions. Now that President Obama has been elected for a second term, Handicap International urges his administration to move swiftly towards accession to the treaty. News of the administration?s progress is expected during the upcoming conference.

The 2012 Landmine Monitor?an annual report that provides a global overview of developments in mine ban policy; mine contamination, clearance, and casualties; and support for victim assistance and mine action?was released on Nov. 29, and presents several disturbing findings. Handicap International is particularly concerned about a reported 30% drop in international funding for victim assistance last year. Despite the overall reduction in aid to victims, however, the U.S. has increased its mine action aid.

?I applaud the generosity of the U.S., which has supplied $534.5 million in aid since 2007, making it the biggest funder of mine action,? says Elizabeth MacNairn, Executive Director of Handicap International U.S. ?However, assistance must be coupled with an absolute ban on further use of the weapon. It is time for the U.S. to match its policy to its financial commitment by ratifying the Mine Ban Treaty and destroying the 10.4 million landmines currently held within the U.S. stockpile." The Ottawa Mine Ban Treaty bans the use, stockpiling, production and transfer of anti-personnel landmines.

The 2012 Landmine Monitor counted 4,286 new victims of landmines and explosive remnants of war in 2011. It estimates that around the world, there are more than 500,000 survivors of mine accidents who require lifelong assistance. However, the resources deployed by the State Parties to the Ottawa Mine Ban Treaty are not equal to the very serious challenges faced.

?Funding for victim assistance is at its lowest ever level since the Landmine Monitor began keeping records,? says MacNairn. ?Last year the State donors gave only $30 million to support 500,000 survivors and their families and communities which is clearly not enough.?

Eighty-eight countries and territories are still affected by landmines and explosive remnants of war. One new victim of these weapons is recorded every two hours. Almost three-quarters of these victims are civilians, and more than 40% are children. In some countries, the proportion of child victims is much higher: in Kenya, Uganda, and Yemen, 90% of victims are children and the figure stands at about 60% in Libya, Afghanistan, and Laos (58%). Yet, because of the reduction in international aid, countries such as Afghanistan and Uganda have had to scale down or halt victim assistance projects.

"The needs [of child victims] are greater than those of adults,? says Rahmatullah Merzaveean, an Afghan Ban Advocate who lost both legs in a landmine explosion at the age of nine. ?Their prosthetic limbs need regular adjustment as they grow, treatment is lengthy and costly, and they run a particularly high risk of exclusion from the education system."

Handicap International and Ban Advocates, an association of survivors of landmine and cluster munition explosions, will attend the 12th Meeting of States Parties, to remind the governments present of their responsibilities and to call on them to fully respect the obligations set out in the Treaty. Ban Advocates will also confront the States Parties with the appalling consequences of landmines and explosive remnants of war.

Handicap International currently works in 63 countries, 40 of which are polluted by landmines and explosive remnants of war. The organization implements mine clearance, risk education, rehabilitation, and victim assistance projects. Its expertise in the field gives legitimacy to its international advocacy work to ban and eradicate these weapons.

GuitarBots online learning game is played with any real guitar

One of my most painful (but at the same time wickedly amusing) memories relating to the Guitar Hero and Rock Band gaming boom a few years ago was when a high-scoring king of the button/paddle guitar controller tried to show me how easy it was to play a real guitar. He soon learned that playing a real instrument can be very tough at the beginning, so much so that many would-be axe gods give up before the calluses have even had a chance to form. GuitarBots from Ovelin is a new online learning system that combines challenge and reward computer-based gaming and a real instrument to take string pickers from the tentative first steps right through to more advanced soloing and rhythm play ... and it looks like a whole lot of fun, too.

It's not the first time that we've seen real instruments enter the gaming/learning arena (think Squier Strat, Power Gig or Rocksmith) but GuitarBots allows you to use any electric or acoustic guitar. The game is presented as an intergalactic challenge where the player must master basic guitar-playing skills in order to advance to new levels. Riffs, solos and full songs must be played correctly with a robotic band to unlock new songs and practice areas.

"Everyone has the potential to learn to play a musical instrument ? the key to success is to keep practicing, especially in the early phases," said Christoph Th?r, the CEO and co-founder of Ovelin. "GuitarBots makes guitar practice more fun and motivating, which in turn makes learning easier."

Since the game is played directly in a web browser ? like the impressive iPerform3D system we covered last July ? it's compatible with both Mac and PC computers (although you will need to install the Unity Web Player to run the game). Whatever sounds you're making are picked up through the computer's built-in microphone.

GuitarBots features step-by-step tutorials, a built-in tuner and a variety of songs with both beginner and advanced difficulty levels. More advanced players can skip the basic levels and dive right into more difficult songs, like the one played by Joaquin in the following demonstration video.

"Pricing is US$9.99 [per month] for a premium account (for unlimited access and premium features that are coming soon)," Ovelin's Mika Jalonen told us. "Anyone can try the game for free for five minutes (no signup required). At the end of the 5-minute try, you'll be prompted to sign up for a free account. If one doesn't sign up, the progress in the game won't be saved."

"By signing up for a free account (you can do it without first trying as well in the main screen), the game can be played for five minutes per day (and progress is saved within the account)," he added. "The free account play time can be extended up to one hour per day by inviting friends to sign up (you earn five extra minutes for every invited friend that signs up)."

A version for mobile platforms is currently being developed.

Used cars. A term that used to have less than pleasant connotations ? shady salesmen, dodgy deals and lemons come to mind. Of course, things have come a long way since the days of Honest Joe. They have.

Report: Thousands continue to flee Ivory Coast

ABIDJAN, Ivory Coast (AP) ? A monitoring group says that thousands of people in Ivory Coast continue to flee their homes because of ongoing land conflicts and residual tension from last year's postelection violence.

The report from the Internal Displacement Monitoring Center said Wednesday at least 24,000 people were displaced so far this year. An additional 40,000 to 80,000 are still displaced from the conflict, according to "conservative estimates" cited by the group.

The report was released on the two-year anniversary of the presidential runoff between former President Laurent Gbagbo and current President Alassane Ouattara. Gbagbo's refusal to cede office despite losing the election sparked a four-month conflict that claimed at least 3,000 lives and displaced 1 million people, the largest number displaced by any conflict worldwide in 2011.

Prescribe morning-after pills in advance, say pediatricians

NEW YORK (Reuters) - Wading into the incendiary subject of birth control for young teenagers, the American Academy of Pediatrics (AAP) on Monday called on the nation's pediatricians to counsel all of their adolescent patients about emergency contraception and make advance prescriptions for it available to girls under 17.

Because current federal policy bans over-the-counter sales of the pills to girls under 17, having a prescription on hand could help younger teens obtain emergency contraception more quickly than if they have to contact a physician only after they need it.

Calling the AAP decision "significant," Susan Wood, former assistant commissioner for women's health at the Food and Drug Administration (FDA), said, "it's not often you see physician organizations saying that their patients are better off without the physician involvement."

The announcement was controversial with some religious groups.

"Since when should the physicians take over the responsibility of what parents should be doing?," said Michael O'Dea, founder and executive director of Christus Medicus Foundation.

The non-profit foundation provides consulting services to health plans which wish to avoid payments to physicians and hospitals for providing abortions, sterilization, contraception and other services it considers inconsistent with biblical teachings.

"Parents are the primary educators of children, not physicians or the government," O'Dea said. "This is a violation of parents rights to be the primary educator of their children."

The United States Conference of Catholic Bishops, which represents the country's Catholic church leadership, called the recommendation "tragic."

"It is a very sad day when physicians think that "good medicine" is to attack an adolescent girl's healthy fertility with potent drugs just to prevent a possible pregnancy," said Theresa Notare, assistant director for the Conference's Natural Family Planning Program.

"This recommendation becomes tragic when we consider that the recommendation is built upon overriding a parent's rights over their own children," she said.

Whether pediatricians heed the recommendation remains to be seen.

"Some pediatricians are already doing this," said Dr. Melissa Kottke, director of The Jane Fonda Center for Adolescent Reproductive Health at Emory University and medical director for the teen services program at Grady Memorial Hospital in Atlanta where it is common practice to provide Plan B, "a morning after pill", in an advanced fashion.

"Pediatricians who primarily take care of adolescents may already be comfortable with it but what this recommendation does is provide encouragement and support for pediatricians who take care of the full spectrum of pediatrics."

Dr. Cora Breuner, a pediatrician at Seattle Children's Hospital who led the AAP panel that produced the recommendations said pediatricians in general have preferred not to talk about emergency contraception, let alone offer advance prescriptions.

"We tend not to like bringing up stuff that's controversial," she said.

Emergency contraception for adolescents has been one of the most politically fraught areas in healthcare for almost a decade.

In 2005 the U.S. Food and Drug Administration declined to approve any over-the-counter sales of Plan B, overruling its panel of outside experts as well as its own scientists. Last December the FDA reversed that stance and moved to approve over-the-counter sales with no age limits. But Health and Human Services (HHS) Secretary Kathleen Sebelius overruled it, ordering that for girls under 17 the pills remain available only by prescription.

The FDA subsequently denied a Citizen's Petition that would have allowed over-the-counter access to emergency contraception for women of all ages.

As a result, teenagers "face a significant barrier if they suddenly need emergency contraception at midnight on a Saturday," said Susan Wood, former assistant commissioner for women's health at the FDA. She resigned from the agency in 2005 over its Plan B decision and is now director of the Jacobs Institute of Women's Health at George Washington University in Washington, D.C.

The Center for Reproductive Rights, a global legal advocacy organization devoted to reproductive rights, has filed a lawsuit seeking to overturn Sebelius' decision and welcomed the AAP recommendation.

"We are very pleased to see this recommendation because it represents progress towards our ultimate goal which is that women of all ages should have unrestricted access to emergency contraception, said Janet Crepps, senior counsel in the U.S. legal program at the Center.

Women's advocates also hailed the recommendation, saying it offers a workaround current health policy which places unnecessary hurdles in the way of young teenagers obtaining emergency contraception.

"This shames the department of Health and Human Services and its nakedly political attempt to override science and medicine," said Terry O'Neill, president of the National Organization for Women, a non-profit advocacy organization. "HHS's policy means doctors have to use this workaround, and good for them, but they shouldn't have to do it," she said.

A spokeswoman for HHS, Erin Shields Britt, declined on behalf of the department to comment.

The most common form of emergency contraception is a high dose of a regular birth-control pill such as Plan B and Plan B One-Step from Teva Pharmaceutical Industries Ltd or Next Choice from Watson Pharmaceuticals Inc. They generally sell for $10 to $80 and, although they can work as long as 120 hours after unprotected sex, are most effective in the first 24 hours.

All work by preventing ovulation, not by stopping the implantation of a fertilized egg. "These are not abortifacients," said Seattle Children's Breuner. Abortifacients are drugs or devices used to cause abortion.

GREATER USE OF EMERGENCY CONTRACEPTION

A 2006-08 survey found that 14 percent of sexually experienced girls had used emergency contraception, up from 8 percent in a 2002 survey. The most common reason was condom failure, but 13 percent of the girls said it was because of rape.

A 2010 analysis of seven randomized studies of emergency contraception found that having a morning-after prescription in hand did not increase teens' sexual activity or decrease use of standard contraceptives but did increase use of the pill and shorten the time before a teenager used it after sex.

"It's just common sense that requiring a prescription is a barrier," said Bill Alpert, chief program officer of the National Campaign to Prevent Teen and Unplanned Pregnancy. "If an august and respected medical group like AAP is suggesting providing emergency contraception to minors is OK, that is a big deal."

That is especially so when teens face other obstacles to getting emergency contraception. For instance, in a 2012 study that had 17-year-olds telephone pharmacies asking about morning-after pills, only 57 percent of them correctly told the caller that she could get the drugs without a prescription.

Another barrier is that some physicians refuse to provide the prescriptions to teenagers, while others do so only in cases of rape, AAP's research shows, suggesting that the refusal "may be related to the physician's beliefs about whether it is OK for teenagers to have sex."

But pediatricians, said AAP in its policy statement, "have a duty to inform their patients about relevant, legally available treatment options," even those "to which they object."

One factor in the AAP's recommendation, which is being published in the journal "Pediatrics," is that although teen pregnancies in the United States have declined since 1991, the rate is higher than in most other developed countries.

The percent of 15- to 18-year-olds who report ever having intercourse - just over 40 percent, according to the U.S. Centers for Disease Control and Prevention - is, however, lower than in many developed countries. In other words, fewer of America's teens are having sex but more are getting pregnant.

"We think this is a big deal," Breuner said of the new recommendation. "The mothership of pediatricians has come out in favor of encouraging routine counseling and advance emergency-contraception prescriptions as one part of a public health strategy to reduce teen pregnancy."

Benitez booed as Chelsea is held 0-0 by Man City

LONDON (AP) -Rafa Benitez endured a hostile reception and gave the restless Chelsea fans nothing to cheer about as his first match in charge ended in a drab 0-0 draw with Manchester City on Sunday.

An insipid performance extended Chelsea's winless run to five matches with Benitez, four days after replacing Roberto Di Matteo, failing to engineer an immediate uplift in fortunes amid constant jeering.

"My experience in England is that when the fans are singing I don't understand what they say," said Benitez, whose last job here ended at Liverpool in 2010. "I can understand the rivalry in the past (between Chelsea and Liverpool), but I am sure the majority of fans will understand I am a professional and I just want to do my job."

The meeting of the champions of England (City) and Europe (Chelsea) failed to produce any real attacking moments of note.

Fernando Torres was restored to Chelsea's starting lineup but the misfiring striker, who was so prolific under Benitez at Liverpool, squandered his only meaningful chance in the second half.

"You could see he was trying hard - the team has to help Fernando create more chances to score goals," Benitez said.

Chelsea dropped to fourth below West Bromwich Albion, while City remains unbeaten but lost top spot to Manchester United, which leads by one point.

But it is was the intense venom directed by Chelsea fans at Benitez that provided the most memorable moments and revealed their verdict on the ninth managerial change of Roman Abramovich's nine years in charge.

Di Matteo lost his job after a loss to Juventus left Chelsea's hopes of progressing in the Champions League in jeopardy, although Mancini's City went out in the group stage for the second successive season on Wednesday.

And the Italian manager urged the Chelsea fans to give Benitez time.

"I don't think Rafa is a magician," Mancini said. "I don't think in two days he can change everything."

After chanting Di Matteo's name, Benitez's introduction before the match was greeted with persistent jeers from all around Stamford Bridge.

The on-pitch announcer had to plead with the fans to mute their dissent so that tribute could be paid to former manager Dave Sexton, who died on Saturday.

But after a minute's applause, the Chelsea fans turned on Benitez again with chants of, "We don't want you here," while "Rafa Out" banners appeared in the ground.

"How many people do you need to write a banner? One," said Benitez, who has a contract until the end of the season. "And maybe two to hold it."

Perhaps the only thing that can appease the home fans who are angry that their Champions League-winning manager was fired is that Benitez's "interim" position was highlighted in the match program and team sheet.

It took 20 minutes for the first scoring chance - and that fell to City - with David Silva heading over the bar, while Sergio Aguero went close at the end of the first half when he headed straight at goalkeeper Petr Cech.

"I think we are playing very well but are missing a goal," Mancini said. "We had a lot of chances, but were missing the last pass or shot. When you are near the box you should be very strong, if you are soft you cannot score. We dominated the first half, second half Chelsea did better."

As Chelsea imposed itself more after the break, Ramires fired over from 25 yards (meters) and David Luiz was off target with a header.

Torres was starved for service and cut an isolated figure up front, rarely looking like scoring his fifth league goal of the season.

His only opening came after Juan Mata and Eden Hazard combined to set up the Spain striker, who blasted over in the 61st.

"We didn't link with the players in the second line as much as I was expecting," Benitez said. "It's something I want to improve and then we will create more chances."

City goalkeeper Joe Hart only had one key save to make, palming a strike from Ashley Cole over the bar late on, although the home fans were annoyed that a corner wasn't awarded.

For close to the first time in the game, referee Chris Foy was the target of the Chelsea fans' anger rather than their own manager.

"He is here to try to change things to put us in a winning mode ... and he needs to get a chance to prove he's worth (it) to have a chance - we have a new start," Cech said. "Today was about starting from zero again and getting a positive result.

"You need some time when you change the manager to get a positive result, and the mood and 0-0 against the champions is not a bad result."

Mining for Gigantic Fossil Snakes

For scientists interested in what the world looked and felt like millions of years ago, coal mines are as good as it gets. While coal may be a major culprit in global warming, there is no place like a coal mine for studying climate change in the past and its likely effects on our own world. Mining companies know this, and for whatever reason, be it good citizenship or simply good public relations, they frequently lend paleontologists a hand.

Consider, for example, Cerrej?n, an immense set of open pit coal mines in northern Colombia near the Caribbean coast. The pits are huge, circular, moonscape scars in the earth with shaley slopes that dump runoff water into green crater lakes where no plant dares grow and no bird dares swim. Once in a while, dynamite collapses part of the surrounding wall, and enormous cranes collect the coal while methane fires belch from fissures in the cliffs high above.

But there?s something else. The shale slopes at Cerrej?n have preserved the fossil record of an entire tropical ecosystem as it existed 58 million years ago. By looking at the fossils, paleontologists can tell what the ancient climate at Cerrej?n was like (hotter and wetter than it is today) and what the foliage was like (very lush and similar to today?s Amazon jungle). The animals were huge. Cerrej?n had river turtles with shells the size of kitchen tables that could seat six, and at the top of the food chain was Titanoboa cerrejonensis, a 45-foot, 2,500-pound serpent. Titanoboa was a true river monster?the largest snake ever known to have existed, and about five times the size of the Amazon anaconda, the biggest snake alive today.

What the coal shows is that Cerrej?n produced these giant creatures at a time when mean ambient temperatures in the tropics were in the high 80s, about six degrees warmer than today and about as warm as temperatures can be without risking a massive die-off. Yet Titanoboa and the forest where it lived apparently thrived.

And what coal mining gives you is access to such a place. Cerrej?n is the only complete ancient tropical ecosystem that is available for study. We can assume that there are plenty of fossils in the tropics, but they are buried in the jungles somewhere in the middle of nowhere. University grants can?t pay for big excavations on spec, but coal companies will, because coal is well worth the investment.

And since paleontologists and coal companies have known for at least a century that the mines are treasure chests of ancient secrets, many companies have staff scientists who look for unusual formations and alert researches when they find something good. When I traveled to Cerrej?n a couple of years ago, the multinational company that runs it, Carbones del Cerrej?n Ltd. did as much as possible to assist visiting paleontologists, providing everything from hard hats to radio-equipped truck drivers who knew when the dynamite was ready to go off and where to seek shelter when it happened.

Coal deposits are compressed peat swamps that began as dry-land tropical forests. Temperatures grow colder in the early phase of a natural climate cycle, and polar ice sheets expand and sea level drops. When the cycle begins to change, the ice has not yet reached its maximum extent, but rains increase in lower latitudes, changing the dry forest into swamp. The ice warms but does not melt immediately. When it does, it happens quickly and dramatically, causing sharp rises in sea level. Salt water floods the swamp, the forest dies, mud, silt and sand tamp down everything, and coal forms. Then the cycle begins again.

The good stuff?spores, seeds, pollen, cell walls and bones?is not only in the coal itself, but in the layers of sedimentary rock on the floor and the roof of each coal deposit. Think about the layers as a sandwich: The coal is the filling and the sedimentary layers are the bread. The bottom slice shows us what was in the forest when the cycle began; the top slice has everything that was there when the forest died. Each cycle, known as a ?cyclothem,? lasts about 100,000 to 400,000 years, depending on where it is.

There is nothing on Earth any better than a coal mine for analyzing ancient ecosystems. The information contained in the coal is ?so dense? given the compressed volume of vegetation, notes Illinois State Geological Survey geologist Scott Elrick, ?that it goes with without saying that you?re going to have a huge fossil presence.?

Elrick is part of an informal network of scientists who monitor coal mining throughout the United States and the world for opportunities to study new strata as they are exposed. In 2006, Elrick and a colleague discovered four square miles of fossil forest in the ceiling of Peabody Energy?s Vermilion Grove tunnel mine in eastern Illinois, preserved elegantly 306 million years ago when a series of earthquakes allowed the sea to bury the entire forest in a single catastrophic event.

Food & Drink highlights at the Birmingham Festive Markets


Every November Birmingham plays host to a German festive market - this is now in it's 10th year and arose because the city is twinned with Frankfurt, and is now considered the "largest authentic German market outside of Germany and Austria". Some Brum inhabitants may feel a little shortchanged by this, as several of the stalls carry similar stock, and many feel it is overpriced and an unnecessary nuisance of crowds and noise when trying to go about your normal business - plonking a double line of stalls down an already busy pedestrian thoroughfare can bring out the festive rage in the best of people. But there are good things to be found if you can get past the irritation and mellow out (the gl?hwein mit rum helps with that), and in recent years there has also been the addition of a 'craft market' of English-based stalls to take the enforced revelry all the way up to the Symphony Hall area.

If you can steel yourself against the crowds - or pick a quieter time to go - and can justify spending a bit of cash on yourself, my recommendations follow for the best food & drink options to check out. These are based on my personal taste, so more meat than sweet, and washed down with something tasty too.

1. Hogan's Cider

This is the best thing about the festive market, from my point of view! Hogans now have a corner of the Craft market up by Baskerville House/Broad Street firmly marked out for themselves, with wooden picnic benches and some cover from the cold and rain providing the perfect environment to get stuck in to some quality cider and perry. Allen Hogan will often be behind the bar, ready to dispense great drinks and cider wisdom to those with a keen thirst. This year the range on offer is bigger than ever, on draught, keg and bottle, and includes mulled cider; Panking Pole 6.2% - slightly hazy but very smooth-drinking; Pickers Passion 5.3%; and Hazy Daisy 3.9%. Some traditional cider makers dilute their cider down with the quaintly-named 'brook apple' (i.e. water!) ? dilution helps to obtain a lower ABV, make the crop go further, and to bring down the tannins, to make a more drinkable product. Allen's version is diluted with fresh pressed English apple juice, which gives a sweeter edge and a full juicy flavour, for a very slurpable cider without the higher alcohol content. Conversely, due to the high quality extra juice used, this makes Hazy Daisy more expensive for Allen to produce than the other ciders in his range! But if you're planning a bit of a session, I can recommend you start with this delicious drop before moving to the six-percenters.

Hogan's stall also stocks Purity Mad Goose ale, Freedom lager, and some warming spirits, with bottles of cider and perry available to take home.
My personal favourite is the Vintage Perry - and I'm happy to brave the worst of the winter weather to huddle under a heater and enjoy a pint of this with other cider and perry loving chums.



2. Pork with dumplings and red cabbage
This can be found at the beer chalet nearest the Museum, at the side of the Town Hall. They offer roast pork ("with cracking") or pork neck ("without cracking"), served either in a bap, or - the best plate in the market, IMHO - with a potato suet dumpling and red cabbage. The pork is plentiful, the dumpling stodgy enough to soak up the gravy, and the red cabbage sweet and subtly flavoured with juniper. It may not seem cheap at ?7.50 for this plate, but that's pretty comparable to what you'd pay in a Munich bierkeller for a similar meal, and matches any pub lunch in town. Washed down with a half of weissbier, if you love pork as much as me, this will put a big smile on your face and set you up for further market exploring.


3. Wood's real ale
Real ale at a market is a bit of a rarity, but Woods appeared at the Craft Market a few years ago, and now offer three ales on handpump, with several bottles and packaged gift sets available. There seems to be a fair turnover of the draught ale, so the exact beers on offer may vary each time you visit, but the condition of these when sampled on Saturday last was all spot on, and I'd happily spend a while drinking their signature Shropshire Lad bitter (4.5%), or for something more robust, their seasonal Cracker at 6%.

4. Stein of weissbier
Sadly this isn't *quite* as exciting a treat (for me, personally) as it used to be - as up to a few years ago they served the more enticing Paulaner Hefe-Weiss for ?3.50 a pint - a bargain for one of the quintisentially clove and banana-accented Bavarian weisses. In recent years, they've changed to Franziskaner - not quite as much happening flavour-wise, and this year on sale at ?4 - but still, it's a pretty nice experience to grab a heavy glass halbe-stein of German weiss while you mull around or munch on some porcine treats, for less than the price of a non-imported beer in many London establishments - even better if you have the time and capacity on your hands to enjoy a whole stein! (though best to have worked out where your toilet options are beforehand, otherwise you'll have to endure the dire festival-style cubicles... be warned!). If you can squeeze into one of the wooden drinking huts that have covered tables in the back, the press of bodies will keep you warm while the cold beer goes down and you plan your next tactical move through the throngs.


5. Roast hams
Right at the busiest point of the market, where there's a pinch-point for pedestrian traffic going in two different directions through the main drinking and gawping area, is a stall selling roast ham. Huge banks of hams rotate on spits at the back, while surly-looking staff carve off chunks and stick them into buns. For ham-in-a-bap at ?4.50 this does seem a little expensive, but as the price hasn't changed in many years, and with the rise of street food in England at similar costs, it doesn't seem that unreasonable these days. You'll be rewarded with hot, rich, salty, thick ham goodness ? just the thing to act as a restorative between steins.


6. Hot cider from Orchard Pig
This producer is based in the Somerset area, but have had a stall at the Craft Market for the past few years. This year they have some smart new branding and a range of products on offer - from sweet/dry ciders to horseradish liqueur - but my recommendation here, as well as their draught still cider, would be to have the spiced, mulled cup of cheer - it will warm you up and soothe away any of that lingering hatred of the crowds and bustle. Well, until you stop drinking it and try to go anywhere, that is.


7. Many flavours of Wurst
Everyone likes a sausage! Well, mostly ... There are several sausage-merchants at the market, as you'd expect, though sadly the little Nurnberger variety are missing (I guess to be expected as it is nominally a Frankfurt festive market). If you have a large enough mouth for this kind of endeavour, then go to the sausage stall with the large circular grill, between the Council House and the Floozie in the Jaccuzi fountain - they have fast turnover and about 3 different types of sausage (Bratwurst, Weisswurst, and 'Spicy' sausage) and you can load it up with sauerkraut, senf (German sweet mustard) and ketchup before you bite in and get it half in your mouth and half all down yourself.


8. Mead
There are two different mead sellers at the market - an Eastern European stall, selling bottles of mead to take away, and some mead-based liqueurs, as well as honey with different flower accents; and a drinking-stall further down New Street towards the Bull Ring, where plastic 'Viking horns' will be used to dispense hot or cold mead to shivering consumers. I'd recommend the European mead stall for bottles to take home and enjoy with friends and family at the turning of the year, but if you need a quick, hot, honey-based pick-me-up, that you're guaranteed not to find in Birmingham the rest of the year round, head down for the horn!


9. Meat Stall
A stall selling meaty goods to take home has been at the market for several years, but each year it changes location, so I have to hunt around anxiously until I've found it and know my supply of pig-based treats is secure for another festive season. The range here keeps expanding, and seems to have several new additions this year ? so as well as different types of cured salamis (with chilli, herbs, nuts, garlic, pepper etc.), and sides of bacon and cured ham, there is also a chilled sausage cabinet with cook-at-home weisswurst and frankfurters, and meat p?t? and spreads. Another rare thing you can find here is ?schmalz? - a lardy spread that the Germans love to eat on bread, and is best topped with some crispy fried onions. I'm sure it's terribly bad for you but as a once-a-year treat in small doses, it would be pretty tasty washed down with a rauchbier or bock.


10. Hot chestnuts
Something simple to finish ? a bag of hot chestnuts with a sprinkling of salt. We ate these all the time in winter when I was growing up ? the benefit of having an open coal hearth to cook them in ? so there may be a bit of nostalgia creeping in here. But I've noticed that chestnut seller carts are commonly found in parts of London like Covent Garden, and wondered why they never appear in Birmingham. But at the market, here's your chance to grab some. They make a good snack to pick up at lunch and take back to the office, acting as a handwarmer in your pocket. And (depending on how much salt you like) probably one of the healthier things to be found among all the beer, meat and sugary foods lining the streets.


Normally the stalls at the market are reliably/disappointingly* (*delete as appropriate) the same every year, so it was a pity to discover my most frequent lunchtime haunt, the flammkuchen stand, wasn't selling any this year, and indeed hadn't brought their usual lovely German wine selection with minerally Rieslings, elegant Sylvaner and rich Spatburgunders. This would definitely have taken up two of my top ten. But instead they are offering some 'lachs' - sides of smoked salmon, which are finished off by hanging on a wooden board over a roaring brazier, to absorb a little more smoky flavour before being sliced - so I'll have to give this new offering a go while mourning the lack of flammkuchen this year.


There are plenty of other food & drink options if the above don't appeal: pretzels, doughnuts, frankfurters, sweet and savoury crepes, fried cheese croquettes, fat pieces of garlic bread, fried potatoes, schnitzel, elaborate cakes, and many things in between, and the market is open from 10am to 9pm daily until 22nd December. So if you can put that 'Winterval' misanthropy to one side, I'll maybe see you there for a pork and cider feast!

Chicago proposes moratorium on school closings after 2013

CHICAGO (Reuters) - The Chicago public school district, which is expected to close dozens of schools next year, will impose a five-year moratorium on shuttering public schools after the fall of 2013, the new head of the district said on Monday.

The nation's third-largest school district, which weathered a nasty strike of public school teachers in September, is facing a financial crisis after granting pay rises to teachers in order to settle the strike.

It is widely expected to try to balance its budget by closing public schools because of falling enrollment. The school district said it has room for 500,000 students but has only about 400,000 enrolled.

Urban school districts around the country are grappling with the same issue of closing schools, including Philadelphia, Milwaukee, Kansas City, Detroit, Pittsburgh, and Washington, D.C., according to a study last year on school closings by the Pew Charitable Trust.

Feelings are still raw after the first Chicago teachers strike in 25 years drew national attention to the city's dispute over education reform. Chicago teachers and some parents complain that the school district has ignored their concerns.

The offer of a five-year moratorium was seen as an attempt by Chicago Mayor Rahm Emanuel, who has championed education reform and has repeatedly clashed with the teachers union, to provide some stability to Chicago schools after closings in the coming year.

"Mayor Emanuel recognizes that for many years CPS (Chicago Public Schools) has made too many piecemeal decisions around school actions, which has caused unnecessary disruptions to students, parents and schools across the city," said Barbara Byrd-Bennett, who was appointed by Emanuel after the strike ended to head the district. Byrd-Bennett spoke to a business group on Monday at the City Club of Chicago.

The district faces a December 1 deadline to issue a proposed list of schools to be closed, although Byrd-Bennett has asked the Illinois legislature for a four-month delay until March 31.

The union has previously said it wants an immediate halt to school closings, and the Chicago Teachers Union was expected to react to the moratorium proposal later on Monday.

The Chicago Tribune has reported that school district officials are considering closing up to 120 schools next year, or about 17 percent of schools. The district has established a commission to study the issue.

Enrollment in Chicago Public Schools has fallen nearly 20 percent in the last decade, mainly because of population declines in poor neighborhoods.

Some 140 schools are half-empty, according to the district. The union said 86 Chicago public schools have closed in the past decade, but the district could not confirm that number.

At the heart of the dispute over school closings is the expansion of charter schools, which are publicly funded but mostly nonunionized. The number of charter schools has risen even as neighborhood public schools are closed.

The teachers union has complained that charter schools undermine public education and force more community schools to close. Their academic performance record compared with community schools is mixed, according to national studies.

Chicago now has 103 charter or "contract" schools, some run by philanthropists, which account for 12 percent of students. There are plans by supporters for 60 more charter schools over the next five years, according to the district and the union.

Selby's Food Corner: Pasta de Waraku - Indonesian Feast with a ...

Pasta de Waraku is one of my favorite places for having fusion Japanese pasta and pizza. I was pretty?intrigued? when I received an invitation from Pasta de Waraku to try their?new special menu - Indonesian Feast with a Twist, which they claimed as a unique twist to Japanese dishes with the richness of Indonesian taste that will tantalize the buds.

Spaghetti aglio e olio cooked with Wafu sauce, completed with fried oxtail and red bell pepper. Frankly speaking, I was not really keen to see the red chili paste on the top of this spaghetti aglio e olio.

The authentic taste of Indonesian traditional fried rice cooked with salted fish and shrimp paste. For the combination with Japanese dishes , use Angus beef in Teriyaki sauce and also completing with egg on top. The Angus beef was nice. The fried rice was tasty but too spicy because of the chili seeds.

Indonesian Grilled Ribs Spaghetti - Rp. 65.000

Spaghetti Aglio Olio cooked with Wafu sauce, completed with grilled ribs and fried white onion. Also served with 2 types of chili paste: red chili and green chili. If you are a chili lover, you will definitely love this dish but for me, after I ate a spoon of it, my lips and?tongue?felt like they were on fire :(

The name "Baby Hanito" really represents the size of it. It's a 6 cubes of honey toast with toppings. For the toppings, I still prefer the ones that are put on those?original Hanito?like Hanito Macha Red Bean and Hanito Earthquake.

At the end of this food tasting, it was hard for me to enjoy the food because I'm not a chili person. There are so many Indonesian food without chili. Why all these pastas and pizza need to have chili? Does food with chili really represent Indonesian food? I understand a lot of people love chili but there are people and also children who can not tolerate it. I guess it would be wise to add other non chili pasta and pizza with Indonesian twist to the menu.

It?s that time of the year again. Lucky applicants who got selected for an interview with three Y Combinator partners will pitch their startup starting tomorrow. From Tuesday to Saturday, Y Combinator partners will spend hours at a time selecting the Winter 2013 class. Make a Programmable LED Holiday Star Ornament If you're looking for a project to put your electronics skills to the test and get your home ready for the holidays consider the animated star project design from UK-based Unusual Electronics.

You'll need a PIC18F2620 controller, 60 LEDs, a circuit board, and miscellaneous electronics parts. Cost should be around $20 total (depending on what kind of deal you can get for the LEDs) and a few hours of your time. You'll wire the LEDs and the controller into a circuit along with two push buttons that will allow changing the light effect without having to reprogram the controllers.
